Assoc. Prof. Dr. Evgeni Evgeniev worked as a Private Sector Development Specialist of the World Bank in Europe and Central Asia Region in 2007-2016. Then, he served for three years as Sr. Advisor to the Minister of Education and Science of the Republic of Bulgaria, while he was also a Vice-Rector on European Projects and Further Education at Sofia-based VUZF University of Finance, Business, and Entrepreneurship, where he worked as Associate Professor in Finance and Economics.
Assoc. Prof. Dr. Evgeni Evgeniev also taught courses as visiting professor in Hungary, Italy, Rep. of Korea, Turkey, and the USA. Since September 2018, he undertook a diplomatic assignment with an affiliation at the Permanent Representation of the Republic of Bulgaria to the EU. In this capacity, he was the key negotiator on behalf of Bulgaria of the Framework Program Horizon Europe 2021-2027 (estimated budget of EUR 95.5 billion), Regulation and Decision for the Strategic Innovation Program of the European Institute for Innovation and Technology (EUR 3 billion), EuroHPC Regulation (EUR 3 billion), Single Basic Act for 9 European Joint Undertakings (over EUR 30 billion in public-private financing), among other legislative dossiers.
Assoc. Prof. Evgeniev has publications in international journals and has contributed as key author or co-author to over two dozen of World Bank reports, as well as to analytical outputs of IMF, OECD, and UNIDO. His professional interest is focused on access to finance, the role of global institutions, business regulation, research infrastructure, innovation policy, and entrepreneurship. His latest book is „Venture Capital Financing in Israel: Policy Recommendations for Bulgaria”.
